The Position

Under administrative direction, the Director of Development Services plans, manages, oversees, and directs the operations and services of the Development Services Department, which includes Planning, Building Services and Housing operations; coordinates activities with other City officials, departments, outside agencies, contractors, organizations, and the public; establishes department goals, objectives, policies and procedures; provides highly complex staff assistance to the Planning Commission and the City Council; serves as a technical resource for assigned staff; and performs other related duties as required.

The Director of Development Services is the Department Head level class responsible for the overall operation of the City’s Development Services Department, including Planning, Building Services and Housing operations. This classification is distinguished from the next higher class of City Manager in that the latter has overall responsibility for administering the City’s operations.

The City of Placerville, population 10,747, is centrally located between Sacramento, the state capitol, and South Lake Tahoe, a world-famous recreation center. Situated above the fog line and below the snow line, Placerville boasts an ideal climate with four distinct seasons. Accessibility to Placerville is via State Highway 49 and U.S. Highway 50, along one of the most traveled corridors in California. Development Services embraces a positive, adaptable, and common-sense approach to all development, engineering, and land planning endeavors. Through collaboration, the Department strives to achieve economic vitality, balanced growth, and environmental protection while preserving Placerville’s historic identity.

Additionally, Development Services is composed of the three following divisions:

Planning Division
Responsible for advance planning including administering the City’s General Plan, Zoning Ordinance, and California Environmental Quality Act Guidelines.
Development review
Public information
Permit processing within the City.
Providing staff support to the City Council and the Planning Commission.
Conducting public hearings on land use proposals.
Building Division
Construction review
Issuance of building permits
Inspections
Code Compliance
Correcting zoning code violations
Nuisance abatement
Complaint investigations

Qualifications
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Bachelor’s degree in urban or regional planning, planning, urban design, landscape architecture, environmental studies, public administration, civil engineering, or a closely related field

AND

Six years of increasingly responsible experience in urban or regional planning and/or civil engineering
Three years in a supervisory or management capacity

License/Certificate:

Possession of, or the ability to obtain, a valid California Class C driver’s license
Aspiring department heads who otherwise meet or exceed the technical experience requirements are encouraged to apply.

Salary Range

125,472. to 152,508. annually

Sick Leave: Eight hours accrual per month
