About the Position: The City of Orange is looking for the next leader in its Planning Division.  The ideal candidate is passionate about the field of planning and is versed in leading people.  The Planning Manager reports to the Assistant Community Development Director, and will oversee a team of approximately 8 planners.  This Manager will work in conjunction with the Department’s Code Compliance Manager, Building Official, and Housing Manager to fiercely pursue the Department’s mission to guide the development and preservation of a livable, safe, and sustainable Orange! DEFINITION Under general direction, plans, organizes, oversees, coordinates, and reviews the work of professional, technical, and administrative staff performing difficult and complex professional and technical support related to all programs and activities of the Planning Division, including current, advanced, and historic preservation planning; manages the effective use of the City’s planning resources to improve organizational productivity and customer service; provides highly complex and responsible support to City management and staff, and others in areas of expertise; and performs related work as required. Required Skills / Experience / Education

Knowledge of:  Applicable Federal, State, and local laws, regulatory codes, ordinances, procedures, and departmental rules and regulations relevant to the assigned area of responsibility. Principles, practices, and procedures related to city and regional planning, development, and zoning administration. Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned division(s) and/or function(s). Principles and practices of budget development, administration, and accountability. Principles and practices of employee supervision, either directly or through subordinate levels of supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures. Geographic, socio-economic, transportation, political, and other elements related to city planning. Comprehensive plans and current planning processes and the development process. Site planning and architectural design principles. Methods, materials, and techniques used in the execution of department programs and projects. Practices of researching issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports. Contract management practices in a public agency setting. Provide quality customer service. Performs other duties as assigned. Licenses and Certifications: Possess and maintain a valid California Class C Driver License with satisfactory driving record and proof of acceptable automobile insurance at the time of appointment and throughout employment in the position is required. Possess and maintain an American Institute of Certified Planners (AICP) Certification issued from the American Planning Association is desirable.
