About this Opportunity Come serve as a Code and Policy Project Manager in the most diverse large city in Oregon, an economic engine of the state connected by light-rail to the Portland region. The Community Development Department’s Planning Division has multiple exciting planning projects and policy initiatives critical to the near- and long-term goals for the City of Hillsboro and the Portland, Oregon metro region. This job position is an opportunity to be the City’s champion of this work at the intersection of policy and development code, and oversee City Community Development Code amendment projects. What You Will Be Doing As the City’s development code administrator, you will be responsible for managing amendments to the City’s Community Development Code and leading complex multi-dimensional policy issues and translating them into implementable development code standards. In addition to managing projects, this position is to ensure meaningful community engagement, to help leadership make informed policy decisions. Primary Duties & Job Responsibilities Serve as department lead formulating and providing recommendations to City management and City Council on amendments to the Community Development. Code Conduct research, develop recommendations, and write policy and Community Development Code language in a manner that is consistent with the Hillsboro Comprehensive Plan and regional, state, and federal regulations. Respond to complex technical information requests regarding the Community Development Code. Provide project and consultant management for updating development code and policy initiatives including defining project scope, determining schedules, coordinating across departments, agencies and stakeholders, overseeing contracts, and preparing and presenting recommendations Serve as Legislative and State Rulemaking policy subject matter expert, and coordinate with local governments on regional development code issues. Current / Upcoming Projects Housing Production Strategy Implementation – Prepare and lead adoption of amendments to the Community Development Code that remove barriers to housing production as identified in a consultant’s nearly-completed housing code audit. North Hillsboro Industrial Zoning and Plan District – Lead Community Development Code refinements to simplify the zoning and plan district associated with North Hillsboro industrial expansion areas. Development Code Amendment Packages – Prepare and lead adoption of Community Development Code amendment packages involving a range of policy-specific and neutral items on an annual basis. Hillsboro Airport Use and Overlay Zones – Prepare and lead Community Development Code amendments, in close coordination with the Port of Portland and other stakeholders, on an Airport Use Zone and Airport Safety and Compatibility Overlay Zone. Community Development Code Rewrite – Lead a holistic update of the City’s Community Development Code. Required Skills / Experience / Education

Candidate Profile The ideal candidate will have a bachelor’s degree in urban and regional planning, public administration, public policy, community development, and a background in current planning, land use entitlements, development code administration, and project management. Required Qualifications and Skills Minimum of 4 years of experience in working in land use planning either in the public or private sector or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

$97,440 - $128,224
